The best way to get switches/buttons to work for the XBOX is to turn off the xbox and load from a save right before you push the button. You can also clear the cache which has work for me a couple times (don't know if it made a difference, or if it was simply the reloading).
Anyways, I don't know if makes it better to turn XBOX off and back on, but it seems to work better for me. I'll try loading a few times, then restart, then try a few times... never needed to do this more than twice. a good site is http://boards.ign.com/elder_scrolls/b5312/113315696/p2
