I think it measures characteristics of soil to determine its suitability underneath a plant or substation. One way to measure resistance of the earth is with four conductors in a straight line -- the two outer ones inject a current, and the two center ones measure the voltage. From these two known quantities and Ohm's Law, R=V/I gives the resistance. Earth is not a great "earth," and electrical equipment and building designers strive for a resistance of one ohm. The earth seldom rarely complies with this.

There are 3 terminals of an Earth Tester meter. Connect two terminals of meter to earth as far as cables can. Fix the two rods in to soil with the help of a small Hammer. Then connect two knobs of the meter with these rods.Connect the third terminal to the Earth Pit,to whom earth resistance is to be measured. A good earth resistance value for an electrical system implies that, any persons making direct physical contacts with it are more secure from hurtful electrical current leakages that may, by fault, flow through it's outer metallic parts, and the system itself and the persons are again more secure from lightning heavy currents that might strike the system.
