Is genetic engineering a good thing or a bad thing?

It could be argued that genetic research is neither good nor bad, it is the application of the research that may be good or bad. For example, a rich dictator creating a clone of himself - bad thing, a cure for Parkinson's disease - good thing.

It is still largely a matter of opinion, but farmers mostly think they are good, at least where GMO field crops are concerned. It helps keep crops healthier with less use of conventional pesticides, and can save them money sometimes.
