Is junior engineer equivalent to jco in military engineer services?

I am working in MES from 2008 as JE(civil). My first posting is in GE Panagarh there only I realise that there is a burning issue in MES that military person are not JE as in there posting order there trade is mention OBR/OEM .Now recently BEG and Centre issued a letter there trade have been redesignated as JE(civil)/JE (E&M).OK this issue have resolve now the main problem is that our civilian counterpart having grade pay equivalent to 4200 thinking there self as equivalent to JCO but can some someone tell me in Indian army there are three rank in JCO level they are equivalent to which rank and junior to whom and senior to whom. As far as military JE are concerned they are from NK to Sub/Maj with grade pay from 2400,2800,4200,4600,4800 how the seniorty have fixed between these two cader.
