Welding, like any other skill, is one that requires practice. Once you know the basics and have a few hours of practice, you should be able to run a simple bead on an easy metal like steel with most arc welding processes. Wire welding is usually the easiest to learn. However, you shouldn't expect greatness after a few hours. Like most things, your welding skill will improve with practice.

A welding certificate requires very few core subjects to be taken. However, an associates degree will require all the basics be taken.
I was taught oxy/acetylene welding first, then stick. TIG welding is just like oxy/acetylene except much easier (less variables and a foot control to make minor corrections or even pulse the weld) I would recommend you learn both. TIG welding for precise/clean welding. Stick for some larger, perhaps special welding (hard facing tools - bigger pieces of steel).
