Microsoft is a software company founded by Bill Gates. Bill and his friends started out as programs and did it all the time when they were kids. The company eventually grew bigger and started creating operating systems (DOS,Windows 3.1,Windows 95, Windows 98 etc.) In fact unless your on a mac your probably running a Microsoft OS right now. You may be able to find it in computer specialty shops, but even if you found it, the programs it compiled may not be compatible with current OS software. Your best option is to download VB.NET 2010 edition. A lot of it is exactly the same as version 6. you can download it for free.

The pro version creates cross-platform applications which can be distributed for Macs and Windows. Another option is Revolution. This is a versatile programming language which can generate applications for Macs. Windows and Linux. See links below for details of these.

Visual basic is not a GUI operating system. In fact it is not even an OS. It is just a platform to develop GUI software for windows using BASIC-like programming syntax.
