Should I learn C or C plus plus first if I want to learn C?

Very! C++ isn't the best language out there, it certainly has its issues, but it's very powerful. It's also fairly low-level, as far as modern languages are concerned. Python has all the power with few of the costs. If you already know how to program, you should be able to pick it up in less than two hours. Most the concepts you learned in C++ (inheritance, polymorphism, etc) still apply, too. Python has the advantage of plenty of super easy-to-use libraries for many thing (such as downloading a web page). It can't hurt to try, so give Python a spin and see if it benefits you.

You should learn C++ first. C is an easier language to learn than C++ because it has far fewer keywords and does not provide native support for object oriented programming paradigm let alone generic programming. However, the static type system in C is extremely weak compared to that of C++, and its inconsistencies will inevitably encourage you to adopt a poor programming style that can be hard to break. When you do finally move onto learning C++, you will initially find it much more restrictive and will simply resort to habit, using C-style code rather than taking advantage of what C++ actually has to offer. As a result, it will take that much longer to fully appreciate C++, thus greatly increasing the learning curve.

By learning C++ first, you'll develop a much better coding style right from the outset and the overall learning curve for both languages will be vastly reduced. Note that C-style code is not C, but it is very similar, so you will learn the basics of C programming while you learn C++, but without picking up any bad habits in the process.
