The capillary tube acts as a restriction in the circuit between the condenser and evaporator. The liquid refrigerant in the condenser is at a high pressure, say 12 bar and it goes through the cap. tube into a region at low pressure, say 3 bar. It then evaporates, producing the cooling effect. The vapour is then compressed by the compressor and goes round again. Large refrigeration plants use an automatic valve for this function to optimise performance under different conditions. A fixed jet could be used, but the hole would be so small that it would easily be blocked. There may be other capillary tubes in some fridges, which are part of a thermometer or thermostat.
