If this refers to a wire wound transformer, as it sounds then there is likely only two possibilities : the input voltage has dropped prier to entering the primary windings or there is a short in the windings some where within.
The only other possibility I can think of is : This is a trick question and the transformer is a step down transformer.

What is the purpose of a high voltage transformer?

if the transformer is distributing transformer then we shoud have to give more prefer to the high volatage to reduce losses if we distibute power at low volage there is more current which causes more losses and in hv system there is high volage and low is current so the losses are also low

Why instruments are connected on low voltage side of the transformer while performing no load test?

since we need to get desired or rated voltage, so if it is connected in high voltage side of the transformer, voltage supply will be more, and hence the current will be more than the required amount. this is the reason why the instruments re connected at the low voltage of the transformer while performing no load test.

What are the key considerations when selecting a low voltage transformer for a 300 watt application?

When selecting a low voltage transformer for a 300 watt application, key considerations include ensuring the transformer can handle the wattage capacity, selecting the appropriate voltage rating, considering the efficiency and size of the transformer, and ensuring compatibility with the electrical system and safety standards.
