You need a compiler. Gcc or g++ can be run from a unix shell, or a windows implementation of one like cygwin.
The javac command is used to invoke Java's compiler and compile a Java source file. A typical invocation of the javac command would look like below: javac [options] [source files] Both the [options] and the [source files] are optional parts of the command, and both allow multiple entries. The following are both legal javac commands: javac -help javac ClassName.java OneMoreClassName.java The first invocation doesn't compile any files, but prints a summary of valid options. The second invocation passes the compiler two .java files to compile (ClassName.java and OneMoreClassName.java). Whenever you specify multiple options and/or files they should be separated by spaces. This command would create the .class files that would be require to run the java progam.
Nothing special. Of course before you start, you should know how to compile, link, run and debug your programs, but this goes for every platform.
Open command window "cmd" from Windows prompt. Type in "javac" in the window. The command should execute giving full usage of javac and its options. If you get an error message saying that "Javac is not a recognized as an internal or external command", than the Path has not been set.

A basic shell program should essentially emulate a command prompt with a very limited set of commands, such as exit to close the shell and possibly cd to change the current directory. Shell's are typically used to spawn other processes, but a basic shell will typically limit which processes may be allowed to run.
If you have an antivirus program, you have that option when initializing that program to run. No reason to do it from the command prompt. The Command Prompt is only used when there are systems needed to be accessed for maintenance or system changes that need to be done within the "shell" of the OS. command is sfc /scannow

To open a command prompt via "Run" make sure you are the admin on your computer. Open the run box and in it type "cmd" and press enter. A black command prompt box should open up.
I personally use command prompt to map network drives using the net use command, I also use it to run chkdsk /f command (which schedules a chkdsk to run at next boot). You can use cmd prompt to move, delete files that are giving you problems. CMD prompt is very useful. Typing in "cls" without the quotes and hitting enter will clear the command prompt window (DOS window) and show you just the current prompt such as "C:". If you search for "dos commands" you should find some lists of things that are available when you are in the command prompt. But be aware that not all are active on all computers and some commands can delete files and do other things that you may not really want. -)
