The term was originally invented to have a word for the kind of engineering that wasn't military engineering ("fortified structures and how to destroy them"), so it's pretty broad.

If you think of it in terms of "roads, bridges, dams, and buildings" you'll get some idea. Civil engineers design and supervise the construction of all those, though a particular civil engineer will probably specialize in one particular type of construction rather than being an expert in all of them.
