While this device was shown on an episode of CSI: NY, the first Satan's Ring was developed in MA for the DIA in early 2002. It was used unsuccessfully by DIA operatives around North America. It was supposedly scrapped to the shelf in 2004 as a more successful device was created and has been used by many of the alphabet agencies for various operations to supposedly protect the US and most of North America.

The new device call "tea-cup" uses a ceramic disc which incorporates 8 magnets even spaced with opposite poles aligned next to one another in order to disrupt both analog and digital frequencies used on locking devices as well as other electronic equipment.
