thats is VI client used for accessing the vcenter server which has all the VMs and esx boxes and you can manage with them. Viclient is the user interface to login to vcenter server.
right click on the ESX go to settings there you can find maximum memory for the esx. On that esx if you install VMs then you can use the memory available to you for VM.
