It could be to filter out outside interference from getting out or in. Radio equipment
needs good filtering in the supply.
The choke enriches the mixture for start-up and then is heated by a small electrical heating coil so the choke goes off when the engine is at operating temperature.
Not sure about specifically for a 1971 307, but normally the choke has 2 wires. One is ground and the other goes to a fused 12V source (supplies 12V when igition key is turned on)

The light is getting dim because the choke is using the energy the lamp should be using. The purpose of the choke is to remove transients; if it is using power at 50 or 60Hz, this is not desirable. My guess is this lamp is using a new energy efficient (not incandescent) light bulb? If this is the case, don't. If this is a choke you added to the lamp, then perhaps it's the wrong type choke (too large inductance). If you added this, it could be that you inadvertently inserted resistance in the lamp wire. Check to make sure nothing is getting hot around your new wiring. A bad solder point could cause this to some degree.
There are two wires needed for an electric choke. One will be a black ground. The other you will have to run from a +12 volt source off the fuse panel. You would want a power source that is only on when the ignition switch is on.

there is no choke its got an electric choke on the carb
The electric choke wire connects to the electric choke assembly on the carburetor. It's a round, black plastic assembly that is on the side of a STOCK carburetor. There SHOULD be a connection on the "HOT" side of the coil that lets you connect the choke wire.
