A flip flop circuit is one that can have two states, usually referred to as on and off. There are different kinds, with different inputs. A signal on an input determines its state. One input can turn it on, another off, and still another 'flips' it: if it is on it changes to off and vice versa. It is the basis of digital counting circuits.
