No oil. The Deepwater Horizon rig was drilling an exploratory well. It had cemented in the last production liner. The productive zone was supposed to be isolated from this production casing by cement at the bottom and a mechanical "packoff" at the top. The final steps would have been to set temporary cement plugs inside this last production liner and move off location.
