C++ is a programming language. Its name is what passes for a joke in computer science: in the C Programming language, ++ is the operator to increment a variable, so "C++" is "one more" than C, or "like C, but one better".

Another CS joke is that it should have been named C-- instead.

You could use it... well, anywhere, really, though for tiny one-off programs, it's probably not worth the overhead and if execution speed is really really critical to you it may not be the best choice. However, optimizers have gotten better, to the point that it's probably not clearly WORSE than any other high level language with the possible exception of FORTRAN (and there, it's mainly because FORTRAN optimizers are so very VERY good, and FORTRAN only really shines for pure number crunching science and engineering applications; for anything where you have to deal with something that isn't a number, you'll probably find it easier to program in C or C++ and it may even perform better).
