You need an engineering degree at the very least.

I've heard some success stories about people who have great careers in the fashion industry and didn't attend fashion college but just think how much easier it would be to launch your career with an education from a fashion college! Not to mention all the networking that you could do and collaborate with other people who are also fashion enthusiast's! I have friends who graduated from FIDM and they told me that the school really helped them to guide them in the right direction with their careers and taught them the right information to help them succeed in the fashion industry. So to answer your question, I would say attend a fashion college because the benefits are HUGE!

In my opinion, the key elements a fashion designer must possess include creativity, innovation, flexibility, and determination. You need to be able to come up with new and unique designs but also understand that fashion is a commercial endeavor. Your designs need to be accepted by the public. You also have to be able to take criticism and either ignore it or learn from it, whichever is applicable.
If someone wants to be a fashion designer, they should be good at coordinating colors and sewing. Fashion designers should also have a desire to learn more about the industry and are able to take criticism.
One website said between 3.4 and 3.7 are usually accepted. (of course higher works too)
artistic skills of course, to draw the designs. To be able to make a design (probably on the prototype, not all of a certain merchandise). Also there may be others, but these are the main physical skills (there are many other skills, not just physical, required)
No qualifations are needed
With the rare exception of private jets (that in most cases do not require FA's for safety reasons), airlines provide the training when an applicant is accepted for the job (conditional of course on passing the training).
The more experience you can get, the better off you will be when you start looking for jobs as a fashion designer. Internships and a solid education from a good fashion college will go a long way. I do know that FIDM/Fashion Institute of Design & Merchandising in LA has a great fashion design program and they require students to intern while they're in school so they can start applying what they lean in the classroom to real-life situations. The school's career center overall is great in helping students land killer internships and jobs. I also know that a lot of famous fashion designers graduated from FIDM which says a lot about their fashion design program. If you want more information on FIDM's fashion design program, check out their website.
Fashion is almost another thing of pride. It might be needed or not needed. It is the individuals who like it and on the whole there is no opinion.
