What's usually vacuum formed are types of plastics that go soft when heated. You heat a sheet of plastic, put it over a mould, then create a vacuum(attach a pump) between the mould and the sheet. The vacuum will pull the plastic down onto/into the mould and keep it there until it's cooled enough to stay in the new shape.
