You can download the ever-so-popular MAME emulator from just about any emulation site. Then, google something like 'free mame roms'. you should get tons of responses, as mame is a fairly popular emulator.

You can't. The mame emulator is for coin-op arcade games only. However, there are free genesis emulators that will play genesis rom files pretty accurately, just like a mame emulator would.
mame32, the free windows shell program for mame emulators, is no longer being updated. But there are other windows shells that have been created that work as well, if not better. try "IV Play" or search for the site The Emulator Zone or even mame's home page for links.
