Toilet paper production has been recorded back as far as the 1300's. Paper Towels came much, much later. When I was growing up, there was no such thing as paper towels in our house.
The first paper towels were were introduced by Scott in 1907, but they did not become a regular Scott product until 1931.

A persons hygiene habits were a taboo subject at the time, it is not known how popular this tissue paper was. Rolled toilet paper was available as of 1877 and became the industry standard.
