It can be if done correctly. Instead of using really thick, opaque leggings, try using maybe black tights that you can find at a local Walmart for $5. Also, dark denim shorts and/or high-waisted shorts look best.

Your question doesn't tell us where you are starting from and how long the flight is. If it is a short flight you could wear shorts, but I always like the leggings because they are easier to sit in, are flexible, and coverup everything. I look for comfort and something that if I have to move fast in I can.
Yes they can. My soccer team wears spandex shorts under our shorts and when we play in the freezing cold, we wear spandex leggings. They are very effective.
