There is no hard and fast rule...it depends on the transaction and agreement about how payments are to be made for sure.
Without a specific agreement, I would think the costs of getting the payment to the one getting it is the cost of the givor. Just like if you write a check and mail it, or drive it over, ot take a taxi, or use cash and an armored car, you pay your own payment delivery charges, and the person getting it pays their own deposit/storage charges. I would also think, if you pay a charge by transfer, which requires the recipient to incur costs they wouldn't through other means of payment (say your use of a wire transfer means his bank charges him $20 to receive it), perhaps those costs are rightfully on the payor...but in todays world with electronic deposit being so common, that type of fee is not normally the case.
