Glass is recycleable because you can take pieces and rework them together. Using them in asphalt is not recycling, it's simply using them as filler in the concrete/asphalt. It's much better than sending rubber to landfill, but it's not recycling per se. Once it is used in asphalt it's more or less impossible to recover.
