and Lx is cross sectional dimension (B or D)
Long column has reduction factor and it frequently failed under local buckling.
so introducing a beam at least every floor level, the column design/act as a short column..column stiffness also increased tieing with the beam..

Low to high beam is the lever on the steering column, if there is a problem, look there first...
On the top side of the steering column about halfway down, the high beam/low beam headlight switch should be bolted to the column right beside it. Inside the vehicle.
Probably the high beam switch in the steering column is bad.
