Building on flood plains doesn't really cause floods. A flood plain is somewhere that is prone to being flooded. So it is not a good idea to build anything on it, as sooner or later it is going to get flooded. Some building work may result in water being diverted and if it is not planned properly, flooding may occur. That is down to bad planning. Flooding is a natural occurrence, caused by excessive amounts of water. Building in the wrong place or doing some building that affects the natural flow of water can result in places being flooded.
