It basically means 'silly idiot'. However, it can be interpreted different by different people. I would think that it would be a mildly insulting joke, but that too can be interpreted different by different people. For example, if you called a sensitive person a 'silly bastard' they might be offended and take it personally, while a non-sensitive person would probably laugh and joke back.
