You might not want to use recognizable names in your fiction book, because in so doing, you'll confuse the reader. For example, any character named Marilyn Monroe will immediately conjure up expectations in your readers' minds.
You can name a character whatever you like, however, and if the name you invent happens to be the same name as some person, it will be up to that person to make a connection with your use of 'their name' and 'their reputation'.
However, if your fiction book is a thinly veiled autobiography that you publish under your own name, you might not want to use the real name of your Aunt Millie, the alcoholic, or Uncle Max, the polygamist, and so forth. If you do, you might be liable for slander.
