Sometimes, but only when the word would not be pronounceable without the extra syllable. After t or d, in English you can't have an immediately following t or d, so a vowel has to be inserted before the "-d" ending, and this new vowel produces an extra syllable.

Does play have 1 or 2 syllables?

"Played" has one syllable. The ending "-ed" has no vowel (even though it is written with one), so it does not add a syllable to "play". In words ending in "t" or "d", a vowel is added before this ending, so in those cases, you do wind up with an extra syllable.

How many syllables are in the word remarked?

As usually pronounced, there would only be two (2)syllables: re·marked (pronounced re·markt). Despite the 'ed' ending containing a vowel, the pronunciation assigns it a consonant pronunciation, hence it does not yield another syllable for the words where it is added if it is pronounced as a 't'. For words like "added", it gets a vowel sound ... add·ud (or add·ed) so it adds another syllable to those kind of words.
