All short stories use adverbs. You would have to try veryhard not to use adverbs when writing. I can't even answer your question without using one (or two).
There is a rule-of-thumb in writing that 'you should eliminate as many adjective and adverbs as possible'. It makes the writing more concise. However it is difficult to do away with them all together.

overburdened:
The big, brown, bruitish-looking bear walked very slowly and deliberately and purposefully toward the green and gold five-story motel.
better:
The bear walked slowly towards the motel.
