I put in bold the second idea which makes the question double-barreled; because you may agree that the government should give money but may disagree with the length of time or the fact that they should or should not receive money depending on their work situation.
Also, specific budget numbers, amounts of time, and admired/disliked groups mentioned in questions can make a question double-barreled or increase bias
Double-barreled questions often state an hypothesis or guess as if it is statement of fact. It is also a form of bullying when the statement is known to be false. Examples:So how many times did you kiss your girlfriend and how long have you been a lesbian?How long have you beat your wife and molested your daughters?When did they let you out of jail for being an ugly person?
