People learn language by being exposed to it from birth on to about 12 years--there is some debate as to whether or not there is a critical period for language acquisition. For a first language, a child learns by having it spoken to them and around them. For a second or later language, starting in early adolescence, a person learns language by studying it--learning grammar and vocabulary, etc.

The answers for this question vary depending on the person. I personally think the hardest languages to learn are Spanish, French, and Chinese.
