The pump is located in the bottom of the windshield washer tank. To get to it take out enough screws from the inner fender well on the passenger side so you can reach in and pull off the hose from the pump. Also pull the plug off the pump then pull it out of the tank. Try banging it gently on the ground first, then plug it back in without putting it back in the tank... sometimes that's all that's needed to fix it ( sometimes it just gets jammed ). If it still won't run then just buy a new pump and reinstall.

I originally thought the term was "Chief Cook and bottleneck washer", but when researching, could not find the bottleneck included. I was checking because I wondered if perhaps the bottleneck referred to a beer bottle!
