A "compliment" is a positive remark to someone. ("Very nice!") A "complement" is a standard group for an operation. (as in a "crew") "Complimentary" applies to an approving or positive remark. It has become used (perhaps incorrectly) for "items distributed for free" such as tickets, foods, etc. -- Some advertising will promote "complementary" items, which in this case means they are included with the cost of purchased items rather than charged separately (and are not therefore "free", as the advertising may imply).
