I think I'd rely on the old writer's motto of; Who - Who are you? What - What are you asking for When - When do you need funding? Where - Where are you located? Why - Why do you need funding? You will probably want to change the order of these questions, but basically this is what you need to communicate to the funding agency. "Facts Mam, just the facts"
