I believe the Nietzsche quote is that "the future influences the present as much as the past," because he believed in the "eternal recurrence," or essentially that time is cyclical, and that the course of events in the duration of the universe saw themselves through over and over again, ad infinitum. Each person lives their lives the exact same way over and over.
Similarly Plato believed in some sort of universal "recollection," where an individual's soul embodied all of the truth accessible to it, and only had to "recollect" that truth in order to use it. One could infer that Plato believed in some sort of reincarnation, and that everyone has lived an infinite number of lives, and has therefore learned all knowledge accessible.
