If the original speaker either has a famous quote, or you want to emphasize the fact that that particular speaker said it, then you would be better off using quotation marks. If you are simply referencing a speaker's thoughts or views on a subject, then you should paraphrase. ALWAYS cite your source, no matter which approach you take. You want to give proper credit to those who earned it, and you don't want it to look like you're plagiarizing someone else's work!
