Lassie is a fictional character- a Collie dog and there have been a variety of masters, owners, settings, etc and they have very little in common with original novel by I believe one Eric Knight. There were, as is common with serial TV, a variety of script writers and adaptations. One very odd angle is Lassie- while angled at kids, was chemically devoid of the slightest traces of comedy. All or nearly all plots went downhill with one bizarre and improbable series of accidents, forest fires, kids getting trapped in Caves or wells, and other mishaps. there was never a comedy or good time Lassie episode- wouldn"t it be natural for Boy and Dog to share good times as well as mere re-unions after separation angst? They also had a subdued but visible anti-technology bias, common among some (but certainly not all) naturalists. It is amazing the show survived as long as it did. it was a tear-jerker a format that does not (and in my opinion unhealthy) appeal to kids. the show was totally devoid of any humor, even incidental.
Yes,this is a true story.

Lassie, the fictional character, made her first appearance in a short story called "Lassie Come-Home" published in 1938. However, the character was originally created by Eric Knight in 1938, so you can say that Lassie was "born" in that year.
