Listen is intransitive. Listen to is transitive.

When phrasal verbs are used just before an object, it is a transitive verb.

Eg- We should try to cheer up Brenda.

Here, cheer up is transitive.

In english, one must listen TO something or someone. Listen cannot accepted a direct object so it is intransitive.
