You "can" play for free(up to level 5, I think) but unless you plan on spending money to pay for the extras and perks that the game otherwise deprives you of(some being extremely relevant to play) then it's probably not worth spending much time on. Then again, from what I've experienced of it in free-to-play, it's not worth paying for either.
