Frugality is considered a positive attribute. A frugal person is considered thoughtful about their money…they WILL spend money, but only after making a considered judgement about whether or not it's a good investment.

A stingy person (also known as a "miser" or "skinflint") is considered a person who hoards their money and is unwilling to share it.

Both words mean thrifty, but their connotations are very different.
