Re-evaluation = evaluate it again. (I think you ignored some facts in your evaluation. Do it again.) Revaluation = value it again, e.g., I think you're under-pricing that car. Here's the Blue Book; revalue it.

As in similar English words, the hyphen has become redundant. The usual spelling is reevaluate.

However, some style guides still prefer re-evaluate. AP Stylebook lists the following guideline in its rules for using prefixes:

"Except for cooperate and coordinate, use a hyphen if the prefix ends in a vowel and the word that follows begins with the same vowel."

There is no one-rule-fits-all regarding hyphens and prefixes. As always, consult your style guide and be consistent.
