This simple question is very complex actually, since we have no idea the context of what you are saying. However we can discuss the various means for engines whistle.

An engine could be three things: An engine for a car or an engine as in a train or an engine as in a red indian.

Therefore we could have the sentences "The engine (car) whistles every time I go over 120km" or "The engine (train) whistled when it passed us." or "The engine (red indian) whistled to his friends to attack!"

In the sentences above the word engine is a noun where as the word whistle is a verb.

However if you want to say an engine has a whistle then you would say "engine's whistle." Here its important to attach an apostrophy with a "s" to indicate that the engine possess or owns the whistle.

So a sentence could read, "The engine's whistle is rather loud so stand back!"
