While the construction is correct, the sentence is not. Water does not come in piles. It comes in buckets or quantities such as a cup, glass, pint, quart, etc.

It is correct, yes, as you can't say something is wrong just because it doesn't fit common standards. Some writers use very colorful analogies, and 'pile of water' isn't by far weird or unusual, it can be an analogy as any other. On the other hand, and to give you a small example, in my country older folk say "a pint of salt", as well as beans, etc, as metric measures could (and still can in some countries and cultures) be used in the liquid or solid form. No, it's not wrong whatsoever, it's just very unusual.
