Not any more, but it used to be. It used to be a difficult task to get salt for seasoning and preserving food (and, as you know, a certain amount of salt is necessary for health). One method was to get salt water and boil it down. The salt water could come from the sea but was more pure if it came from a spring or well which gave salt water. People who collected this salt and then boiled the water off to create salt crystals were called "salt-wellers" or just plain "wellers". As a result, "Weller" is a reasonably common English surname.
