A prescribed norm is usually used with reference to the law, in that it is how an individual is expected to act within the constrains of law or society. It can also be used in technology to mean an expected set of circumstances that a system is supposed to adhere to.

This as usual comes from the Latin, preascrebere, meaning guidance or previously written, hence prescription (from a Medical professional). Norm, once again from Latin meaning average, taken from norma (a carpenters square) and gives the word normal. We say deviating from the norm when someone/something is not obeying the prescribed rules.
