Some of her books from her different series can be read out of order. However, there is an underlying plot throughout her Kay Scarpetta series (and sometimes this underlying plot comes to the surface as the main plot in a couple of books) that does necessitate that books be read in the order published. I would strongly recommend finding a way to read the books in order, that way you know you aren't missing some detail that is thoroughly explained in an earlier book when reading a later book.
