I presume this to be a misspelling of dyes fugitive.
Fugitive dyes are colouring agents that lose their colour fairly quickly especially if exposed to sunlight. Fugitive has a basic meaning of getting away so the colour of the dye will get away. Fugitive dyes tend to be inexpensive so are much used for applications where lond lasting and exterior use are not important.
