Wind chimes symbolize much in The Jade Peony, but I think they mostly symbolize the culture and how the modern "Chinese-Canadian" family's culture is being lost, but the Grandmama is educating the boy (Sek-Lung) on how to build a wind chime (but also teaching him about culture). Evidence is that the two issues the family discussed were GMMa and Sek-Lung went out and dug around for wind chime materials, and the second issue was the "scientific, logical world" and how learning the language was sort of useless. Also, GMMa and Sek-Lung went to find the wind chime materials and that's when his "real education" was (according to him).
How I phrased it doesn't make much sense... sorry about that. Wind chimes symbolize culture, and how Grandmama is passing down the culture by building and leaving a wind chime behind.

There is no standard collective noun for wind. Nouns for winds are usually for a type of wind rather than a group of wind, for example a gust of wind or a gale of wind.
An exact noun for the general noun wind would be a specific wind; for example:Bali wind, a strong east wind at the eastern end of Java.Mistral, a cold, dry wind over the northwest coast of the Mediterranean Sea.Santa Ana, a strong, hot, dry wind from the southern California desert
A breeze is a light wind. Opposites are a calm - no wind at all, and a gale - a heavy wind.
The significance of the title of the story is that the Jade Peony was given to the grandmother as a gift from a friend who passed away. The grandmother kept this jade peony in a red envelop in her pocket right up until she died. She values this gift that was given to her (this gem was on a wind chime), and this jade peony was sacred to the grandmother. The grandmother wanted to re-create the wind chime by collecting junk. In the story, Sek-Lung helps the grandmother with re-creating this wind-chime which is really precious to her.
