Usually it has to do with minor self-deceptions. I could say... every morning when I come into work, I walk by the Hot Chocolate machine, and I think to myself... Mmm, and then I get a cup and take it to my desk. I'm on to myself now, though, and so I take the longer route, and don't even walk by the machine. It hasn't solved the problem completely, but it does help. The phrase is used just like it would be if you were "on" to someone else's deception or manipulation... but this is when you are working on changing your own behavior.
